On December 26, 2007, the Coordination Leading Group Office of the State Golden Card Project held the tenth national IC card application working meeting in Beijing. The topic of this meeting was that: fully implement the spirit of Seventeenth National Congress of the CPC and the National Informatization Development Strategy from 2006 to 2020 and announce the 2007 annual report about the state golden card project construction and important events; conclude and exchange over the progress of various industries IC card’s application within one year, especially the achievements and existing problems about the application of industrial IC card and research the events for urgent solution; introduce “One card for multiple purposes” and the experimental situation of issuing the multifunctional card and research the implementation of the main working tasks toward the multifunctional card application league under the golden card project; further research and put forward the relevant standards for the golden card project and significant requirements for favor of the development of Dandong supporting industries; exchange over the progress situation and existing problems about the experimental work of RFID application under the state golden card project and research the countermeasures; allocate the key working tasks about the 2008 national IC card application under the state golden card project.

Mr. Lou Qinjian, member of the state golden card project coordination leading group and vice minister of Ministry of Information industry, participated in this meeting and addressed an important course. Delegates of 10 member units of the state golden card project coordination leading group, delegates of the 24 relevant ministries and commissions of the state council, delegates of the state golden card project coordination leading group office (including 6 workgroups), delegates of the first 12 experimental provincial (municipal) competent departments of the golden card project, delegates of the main IC card and RFID supporting departments and industries, delegates of the 19 enterprise groups and large companies, and delegates of the main news media, totally over 200, attended this meeting.

Mr. Lou Qinjian, member of the state golden card project coordination leading group and vice minister of Mnistry of Information industry, delivered his opening speech. He pointed out that the state golden card project was one of the four initial projects for our informatization construction. In 1993, under the advocation of the central leaders and the direct leadership of the state council, the state golden card project was initiated with the priority of the application of various kinds of card basis such as electronic currency, but also was a cross-functional, cross-regional and cross-century huge social system engineering as well as an important component of our informatization construction. Under the intimate caring and direct leadership of the leaders of the CPC central committee and the state council, the relevant departments that had participated in the construction of the golden card project should closely cooperate and make joint efforts with the local departments, but also was courageous to seek for truth and bold in practice and made a large amount of arduous and elaborate work, thereby enabling the construction of golden card project to make great progress and apparent achievements.

He stressed that the year of 2008 was the first year for fully implementing the spirit of the Seventeenth National Congress of the CPC, but also was a key period for speeding up the development of our information industry and informatization construction. The golden card project is an essential component of the national informatization construction, which plays a significant role in fully implementing the spirit of the Seventeenth National Congress of the CPC, promoting the application of IC card and RFID, insisting on the scientific development view and establishing a socialist harmonious society.

He also pointed out that we should strengthen the IC card application work from the following aspects next year:

Firstly, strengthen planning and implementation work. The Development Plan for the National IC Card Application under the State Golden Card Project (from 2007 to 2010) is an important guidance document for the national IC card application and development under the state golden card project in the eleventh Five-year Plan, but also is an important basis for strengthening he management of IC card industry and organizing and promoting the IC card’s application in key fields. All the departments, industries and local governments shall plan the definite development target and the stress for the IC card application in combination with the IC card application and development of your unit, enhance overall coordination, conduct careful organization and practical work and create the new situation of the golden card project construction with great efforts.

Secondly, carry out the combination of production and utility and innovative development. One very important work is to seek breakthrough in the application of multifunctional card in 2008. The central government leaders once instructed for many times: the IC card application under the golden card project shall grasp the overall plan and coordinative organization and advocate executing “One card for multiple purposes” and issuing the “multifunctional” card”. In view of the application of multifunctional card, an application league has been set up, which is an innovation in thoughts, working methods and development mode and is worth supporting. The active participation of China Mobile, China Unicom, China UnionPay and China PTIC and other enterprise groups embodies the formation of a complete industry chain that the application is taken as priority and the production and utility like the establishment of standards, expansion of the industrial development and application and the construction of modern information service industry are combined.

Thirdly, strengthen the cross-departmental coordination and cooperation; it is an arduous task to promote the golden card project. The golden card project is involved in many departments (industries) and is spread all over the country, so it cannot be completed by any one department solely. To strength cooperation and do well the coordination and management work is very important. Unceasingly conclude experience, exploit and innovate, and advance with times and seek truth and deal with concrete matters; strengthen the coordination and communication between the departments, cooperate perfectly, form a cohesive force and jointly advance.

Zhang Qi, member of the state golden card project coordination leading group and the office administrator, delivered the 2007 annual work report about the state golden card project with the topic of “The golden card project makes new contributions for establishing a harmonious society by means of innovation, cooperation, service and mutual win”. She said: this year is a key year for China to implement the “Eleventh Five-year” Development Plan, but also is a key period for the golden card project construction to continue with the past and open up the future and seek innovative development, face the first industrial and agricultural production line, directly relate to the people’s livelihood, further favor the people, make new contributions for establishing a harmonious society and seek deep development toward the deeper field. In one year, we seriously learned and implemented the national informatization development strategy from 2006 to 2020 and the “Eleventh Five-year” Plan, but also set foot on scientific development, stressed on self-innovation, strengthened the macro-guidance and regulation and control, did well the overall coordination and service and actively and stably promoted the state golden card project construction making new achievements and taking a new step through taking actions that suit local circumstances and being realistic and pragmatic. She also specifically introduced about the main progress attained by the golden card project in one year as well as the existing issues and the next years’ key working tasks. The establishment of the Multifunctional Card Application League under the Golden Card Project and four key working tasks as well as the preliminary achievements attained by the experimental work for the RFID application under the Golden Card Project plays an important role in establishing a harmonious society and is quite concerned by the meeting.

The relevant department and ministry leaders of such departments as the Ministry of Information Industry, the Information Industry Office of the State Council, People’s Bank of China, Ministry of Construction, Ministry of Labor and Social Security, Ministry of Health and Ministry of Communications as well as the leaders from such enterprise groups as China UnionPay, Sinopec, China Mobile and China PITC and the provincial and municipal delegates that belong to the experimental units from Beijing, Shanghai and Qingdao all exchanged their views about the golden card project construction of the department, the industry and the region and the application situation of IC card and RFID, which fully indicates that the state golden card project is a huge social system project involved in multiple departments and local governments. For 14 years, all the departments and local governments that have participated in the state golden card project construction all start from the general interest of the country, cooperate perfectly, form a cohesive force, combine the production and utility, seek mutual development and make the golden card project attain evident achievements and take a new step.

This meeting is active and pragmatic. The next year’s golden card project construction will focus on serving the overall situation of the national economic and social development, paying attention to the people’s livelihood and favoring the people, unceasingly creating the new working situation and making new contributions for establishing a socialist harmonious society.
